New "Renewables Law" in Poland

New_renewables_law.jpgThe Polish Parliament passed the renewables bill at the beginning of the month which means that new rules of improving the Polish industry, especially the mining industry, will be implemented. New long-term subsidies for renewable energy are also included in the bill. The bill was passed with 228 votes in favor of the bill, 167 against the bill and two abstained.

Changes for renewable power producers

 
The bill states that business owners in Poland who develop and own new renewable installations can sell the energy at auctions for a fixed price. The price is guaranteed for 15 years regardless of market prices. This means that there will also be a ceiling on the subsidy. Renewable power producers are thus given the option to keep their current subsidies or join any existing auctions.
 
This change has been long awaited by renewable energy producers who have declared in previous years that they needed a more flexible legal framework to be able to make investments. This new bill also helps the country meet the European Union targets for carbon emissions. Around 90 percent of Poland's electricity is coal generated and the country must increase its renewable energy resources by at least 15 percent until 2020 to meet the EU climate targets.

Renewable energy in Poland

 
The current option of renewable energy action, instead of the previous green certificates schemes in Poland, means that a renewable energy project will have to go through multiple phases before being able to participate in an auction. These phases are pre-development and licensing. The Polish authorities will have to specify if new generation green energy sites will be treated the same as existing sites.
 
The National renewable Energy Action Plan is commissioned by the Renewables Directive, officially known as Directive 2009/28/EC and mandated the levels of renewable energy within the European Union.
